Windurst Mission 2-3: carry a letter to the consuls of Bastok and San d'Oria, then report back to Kupipi to earn rank 3.

Before you start: Windurst citizen with rank 2; No other nation mission active

Walkthrough:
1. Accept the mission from the Windurst mission giver (Janshura-Rashura (B-5) in Port Windurst, Zokima-Rokima (H-7) in Windurst Walls, Mokyokyo in Windurst Waters or Rakoh Buuma (K-10) in Windurst Woods).
2. Talk to Kupipi (Map 2, H-6) in Heavens Tower to receive the letter to the consuls.
3. Visit the San d'Oria consul: speak to Heruze-Moruze in Northern San d'Oria, then to Kasaroro (H-9).
4. Visit the Bastok consul: talk to Patt-Pott (I-7) in Metalworks.
5. Return to the other nation's consul to hand over the letter, then go back to Kupipi (Map 2, H-6) in Heavens Tower to complete the mission.

Good to know: The two nations can be visited in either order. Talking to Kupipi again after both consuls are done completes the mission and awards the Adventurer's Certificate.
