Walkthrough:
1. Zone into any of the nation cities: Bastok Markets, Bastok Mines, Port Bastok, Northern San d'Oria, Port San d'Oria, Southern San d'Oria, Port Windurst, Windurst Walls, Windurst Waters or Windurst Woods.
2. Watch the cutscene to complete the mission.

Good to know: If you have completed Arciela Appears Again in Seekers of Adoulin, zone into Ceizak Battlegrounds instead; you also receive the drained orb and skip ahead to Tears of the Generals.
